Interview with Wire Act expert Mark Hichar

Mark Hichar is an expert on the Wire Act and its implications for gaming in the US. Mark sat down for an interview with Sightline’s Philip Beere on the topic of the DOJ’s Wire Act reinterpretation. Kirk Sanford Sightline’s CEO stated, “Mark Hichar gives us a great educational talk on the potential impact of the Wire Act reinterpretation to casino operators, platform providers, and payment processors.” On January 14, 2019, the DOJ released a memorandum opinion reversing a 2011 opinion interpreting the federal Wire Act (“Act”). This new DOJ opinion has numerous potential legal issues and raises many unanswered questions – how will this new opinion affect states’ ability to sell lottery tickets online? What will be the impact on licensed commercial gaming? What about marketing that occurs across state lines for any type of gaming? Should the banks and payment processors be concerned about serving the gaming market? Mark is with the law firm of Greenberg Traurig and focuses his practice on the gaming industry and brings over 25 years of experience working for gaming operators, system suppliers, game developers, and gaming licensees. Mark co-authored a Gaming Law Review article titled “DOJ Opinion Increases the Scope of The Wire Act, Significantly Affecting Gaming Industry Stakeholders.”
